Core market. Behind the meter storage, industrial power strategy, and data centre load.

What changed, and why the old business case stopped working

Taiwan built its storage industry on front of meter ancillary services. That revenue has compressed to the point where new projects cannot be underwritten on it. Taipower's electricity trading platform, launched in November 2021, splits into a day ahead ancillary services market and a reserve capacity market, and it opened participation to demand response users, private generators and grid connected storage.1 By mid 2026, market tracking of the platform's published data showed the regulation reserve product averaging zero New Taiwan dollars per megawatt hour for 865 consecutive days, the enhanced dynamic regulation product at zero for 166 days, and spinning and supplemental reserve clearing prices repeatedly setting new lows.2

That is the single most important fact for anyone modelling a Taiwanese storage project in 2026, and it is absent from most proposals we are asked to review.

Meanwhile the demand side is moving. Taipower projects more than 5 GW of new demand from the semiconductor and artificial intelligence supply chains between 2026 and 2030, with average annual increments more than double the previous decade.3 Roughly 567 MW of artificial intelligence data centre load has already been approved and is under construction, concentrated in the north, so the near term constraint is regional supply capacity and substation availability rather than national generation totals.3

The behind the meter market is where policy is now pointing. Market analysts put Taiwan's 2025 storage market at roughly 1.7 to 1.9 GW with front of meter above 90 percent of it, and project 7 to 8 GW by 2030 with behind the meter growing to around 30 percent.4 The industrial and science park segments are the first that policy is aimed at, which is where our own Taiwan work sits.

The dropped unbundling requirement matters commercially. Anyone whose Taiwan strategy assumed a separated Taipower generation company as a counterparty should revisit that assumption.

What we do here

Taiwan projects live or die on tariff interpretation. Three tier high voltage time of use periods, the split between regular and supplementary contract capacity, the free allowance on supplementary contract capacity, demand response baselines, and the fact that several value streams cannot be captured simultaneously. We convert that rulebook into a model that can be tested against a client's own meter data, and we say plainly when the tariff structure rather than the technology is what makes a project fail.
